Barbara Bateman Ph.D.,JD has several good books on goals.
Just started and highly recommended as a solid source for determining if a goal is measurable, useful or just plain Gobbledygook. Give examples of a bad goal, discussions, rewrites as appropriate and then tests the new goal.
Is simple easy to understand and begin with some examples from caselaw on why some goals are not leagally appropriate. It is a quick read of only 103 pages a $25. book on Amazon which I consider a bit steep but I'm not at all sorry I purchased.

I also own her book "Better IEP's. How to Develop Legally Correct and Educationally Useful Programs" which is good but long and not as easy of a read . Her other book on writing IEP goals has been recommended by other advocates as a good parent book, but still haven't purchased that one yet as it was a toss between the Goobledygook.
Anyways... as we often have trouble with goals it is worth learning especially when schools often do too.

Thanks for mentioning the Gobbleydook book - I'll have to request that my local library buy a copy!
