I am like so many people here...frustrated beyond belief. I don't know what to do to make my son care about school, to understand the seriousness of it and be interested. Okay, so I may never be able to get him interested, but he's only 7 and can't stand school as it is. I know it's a struggle for him and the only thing he likes his recess. I don't think even a reward system at this point would help. I can't reward him for grades, but maybe time spent doing homework? He will being seeing a tutor 2 nights a week for 1.5 hr sessions and he does much better for her (Thank God).

Little successes lead to a more motivated student. What are his strengths?

Sadly, academically he doesn't really have any. I have tried the pep talks and encouragements, but nothing is working. He is very creative, he is funny, caring to others. I can't find any positive in his academics though.

That's OK mrs.boo. You can tell me "I Rock!" anytime you want!
To be creative is a talent that not many people have. Is he creative in the visual sense, i.e. like good at art or in a different way like being able to invent things or link two unrelated ideas to solve problem? That is an awesome skill and you should do everything you can to help him succeed at being creative.
Is he athletic?

He is creative in the sense that he can turn his toys into whatever fantasy he wants. He is creative in that he can really tell some stories, good imagination. He is athletic however I haven't put him in any sports program because of the long visits to his father's in the summer and this fall the soccer practice would be 1-2 nights a week and he is tutoring 2 evenings as it is and I thought that may be too much for him.

Maybe an art set or inventive set on the weekends if he does all his homework. Every kid has a priority, you have to "hit him" where it hurts, and that can change daily or weekly. Be creative figure out what he desires most and use it!
